Solution

1.   Among them the authority should be held by the official people working for it under the Central and State government.

2.   The department of forestry should have the power because to decide what is beneficial for the natural habit and habitat.

3.   Forest authorities must not be corrupt and must not accept bribes from smugglers and black marketers.

This should be done because they are aware of conservation and its importance very well.
